Like cellular phones, internet
usage depends on having a
network infrastructure. We
would recommend the proven
ability to rapidly create a
national website, presumably
with cloud resources to handle
the short-term demand so
families and even relatives
overseas can determine if
someone is alive, uninjured, and
able to get e-mail or make phone
calls. The website can also be
used by the government to show
hospital and mosque status,
announce power restoration and
food delivery schedules, and
accept input from citizens.
