One view of government is that
it is responsible for the creation
and management  of
micro-networks to connect its
individual citizens and
macro-networks to connect with
its neighbors. As can be seen to
the left the networks can take
several forms. In the event of a
disaster any government must
determine how to deploy its
limited rescue and recovery
resources. This means
determining the status of a
network and assigning relative
priorities to which class of users
needs to be reconnected first.
