In NCLB there's a relentless
fascination with schools. As
everyone knows, these are
usually one or more buildings.
With the possible exception of
rats and cockroaches, a
building itself does not
directly teach anyone. ELAND
asserts that teachers teach and
students learn and that is what
needs to be measured but at
individual levels. A parent may
have a mild interest in whether
a school has improved its API
three points to 761. But what
parents really need to care
about is whether their child's
scores went up. If a student
started 6th grade with an 800
in math and left with an 810
that's progress. Leaving with a
790 is not.
